HIPs to be rolled out to all residential properties

The controversial Home Information Packs that were introduced by the government earlier this year are to be rolled out to all residential properties being marketed for sale in England and Wales from 14th December.

When the HIPs were introduced they only applied to properties of four bedrooms or more. A few months later this was extended to homes of three bedrooms or more. However, it was always made clear by officials that HIPs would eventually apply to properties of all sizes.

From 14th December all properties that are being marketed for sale will have to have a Home Information Pack and non-compliance could result in serious financial penalties for the vendor or the agent marketing the property. HIPs have come under immense fire since they were introduced, with many industry officials claiming that they are expensive, cause unnecessary delays, and have adversely affected the housing market with fewer properties now coming up for sale.

However, government officials do not agree, and recently the Housing Minister Yvette Cooper stated: “Hips and EPCs are already helping consumers to save hundreds of pounds off their fuel bills and are cutting search costs too. All home buyers will be able to benefit from energy efficiency advice, with those receiving low green ratings of ‘F’ and ‘G’ especially targeted for support and grants.”

owever, there has been criticism from the Tory’s shadow housing minister, who stated: “This latest move will dismay hard-working families, because it increases instability in an already fragile market. Rather than burdening people with yet more red tape, Gordon Brown should have the courage to abolish what is widely regarded as a flawed and ineffective law.”
